Monaghan County Council in association with the local authorities in the cross border areas of the Republic of Ireland (Monaghan County Council, Louth County Council) and Northern Ireland UK (Newry and Mourne District Council, and Down District Council) have recently been awarded INTERREG IIIA funding to carry out the first major assessment of unregulated closed landfills since the ECJ decision (ECJ) C-494/01 against Ireland for breach of the EU Waste Framework Directive. The one year project initiated in January 2007 will use a combination of GIS, satellite and aerial data, and ground inspections, with GIS and ground investigation support being provided by RPS Group Ireland, and satellite image acquisition and processing being undertaken by GRAS, Institute of Geography, University of Copenhagen, Denmark. At present (June 2007) remote sensing analysis is being carried out on pilot area of 500 sq km using Quickbird multi-spectral band images and IKONOS data aquired in June 2006, and fieldwork and geophysics is being undertaken at three known illegal waste sites to calibrate vegetation and site morphology with satellite data interpretation. The INTERREG IIIA funding will add enormously to an understanding of the distribution of illegal waste sites at the border and will confirm the possibilities of satellite remote sensing and GIS as a tool for generating an inventory of unregulated waste sites across large regional areas.
